feat: 新增 JP 站点标签，地区文档记录日本组接入

节点页为 VMISS 东京站点显示国旗标题。ADDING-REGIONS.md 更新当前状态：日本地区组已重建并加入所有含美国或新加坡成员的服务组，并把这条约定写成规则。 Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
